1798
Solomon Etting, an active Republican, made his first plea for the civil rights of Jews. The "Jew bill," defeated year
after year for thirty years, became an issue symbolic of the oppression of Baltimore, as well as the oppression of Jews and
blacks. Baltimore identified with the medieval merchant cities, fighting passionately for certain freedoms-the Jew's right
to hold office and serve on juries, the black man's right to remain free unless proved a slave, and the slave owner's right
to emancipate his slave.
